7 Signs Of Terrorism

We have been asked to pass this along to everyone so feel free to post links and or forward this to your friends and associates.

The Little Rock Field Office of the FBI works tirelessly to protect Americans from terrorism, but we cannot do it alone.  Every ATAC member has a role to play in the global war on terror. 

As a citizen of your community, you are our eyes and ears, partnering with us to safeguard our country.  The FBI seeks to cultivate these partnerships, to facilitate the identification of groups or individuals whose suspicious or unusual behavior may be a precursor to an act of terrorism.  

The Little Rock Field Office of the FBI is asking for your assistance to disseminate The 7 Signs of Terrorism and report suspicious activity of any kind by contacting the Joint Terrorism Task Force (JTTF), 501- 221-9100, extension “0” and ask to speak to an agent on the JTTF.  The FBI appreciates your past vigilance and continuing efforts in this ongoing global war on terror.

1. Surveillance

Someone recording or monitoring activities. This may include the use of cameras (either still or video), note taking, drawing diagrams, annotating on maps, or using binoculars or other vision-enhancing devices.

2. Elicitation

People or organizations attempting to gain information about military operations, capabilities, or people. Elicitation attempts may be made by mail, fax, telephone, or in person.

3. Tests of security

Any attempts to measure reaction times to security breaches or to penetrate physical security barriers or procedures in order to assess strengths and weaknesses.

4. Acquiring supplies

Purchasing or stealing explosives, weapons, ammunition, etc. Also includes acquiring military uniforms, decals, flight manuals, passes or badges (or the equipment to manufacture such items) or any other controlled items.

5. Suspicious persons out of place

People who don’t seem to belong in the workplace, neighborhood, business establishment, or anywhere else. Includes suspicious border crossings and stowaways aboard ship or people jumping ship in port.

6. Dry run/Trial Run

Putting people into position and moving them around according to their plan without actually committing the terrorist act. This is especially true when planning a kidnapping, but it can also pertain to bombings. An element of this activity could also include mapping out routes and determining the timing of traffic lights and flow.

7. Deploying assets

People and supplies getting into position to commit the act. This is a person’s last chance to alert authorities before the terrorist act occurs.

Storm Recovery Teams Meeting - Jan. 12 at 6:30 pm.

There will be a Storm Recovery Team meeting for January 12, 2010, at 6:30 pm at the Emergency Operations Center Building, 1820 Chestnut Street in Van Buren. The primary purpose of this meeting will be a power line/electricity safety demonstration by Arkansas Valley Electric.

June 9, 2009 Meeting Minutes

1. Meeting was called to order by Jason at 7:05 pm.

2.  Flu Clinic – HB reported that this year’s Flu Clinic will be on October 9, 2009.  There was also discussion of the schools offering free flu vaccinations to all students and how this would affect the number of people that may show up at this year’s flu clinic.

3.  2009 HSEEP Exercise – Dennis reported that he and Steve had completed and turned in the after action report for the Mrs. Albers search and that the incident had been accepted as the 2009 HSEEP exercise.  Dennis also reported that the next HSEEP exercise is due by October 2010 and that he was in the process of getting approval from ADEM to use this year’s Flu Clinic as the exercise.  There was further discussion on how to proceed after approval was given and tentative plans were discussed to include a tabletop exercise as part of the Clinic.

4.  Storm Recovery Teams – Jason reported that there are nine storm recovery volunteer teams ready to respond.  He also reported that he was in talks with Butterfield Assembly of God and another group in the Graphic/Mountainburg area to form teams.

5. Citizen Corp Council – Dennis reported that the VBHS had 60 employees participate in the last CERT class and that there was another CERT class that had just finished or was close to finishing at the VBHA.  There are also plans for three more classes this year.

6.  Tier II Reports – Dennis reported that all of the reports had been received and filed.

7.  StormNet Committee – this item was tabled during the last meeting with an action note to be included as an agenda item for the next meeting.  Steve reports that StormNet is running smoothly at this time and wants to let things run as they are.  Steve also reported that Mulberry has been approved as a Storm Ready Partner and that Figure Five is also working towards becoming a Storm Ready Partner.

8.  Other – Rick reported that Summit will be having a drill on June 24 that will be based on a weaponized anthrax release during flu season.  Steve has lined up two HAM radio operators to help with the drill.  Rick stated that Summit needed a decon team to help, but neither the city nor county teams are available to help on that day.  Rick also reported that there will be a planning meeting on the June 17 and a evaluator/controller class on June 18 to prepare for the drill.

9.  With no other business to discuss, Jason adjourned the meeting at 7:40 pm.

Flood Safety Week – March 16-20

From The National Office of Citizen Corps, FEMA Community Preparedness Division:

Floods are consistently the most common, costly and deadly natural disaster Americans face each year-ninety percent of all natural disasters in the nation involve flooding.  As part of Flood Safety Awareness Week (March 16-20, 2009), the Federal Emergency Management Agency (FEMA) and the National Flood Insurance Program (NFIP) will partner with the National Oceanic and Atmospheric Administration (NOAA) and National Weather Service (NWS) to demonstrate flood risks across the country and provide important information about steps you can take to protect yourself and your family.

"Knowing the individual safety tips for a flood scenario is certainly paramount.  Understanding and mitigating the broader impacts that a flood can have on your home and your financial well-being is also critical," said Ed Connor, Acting Federal Insurance Administrator for FEMA's Mitigation Directorate.  "Many residents incorrectly believe, for example, that homeowners insurance covers the costs of flooding when only flood insurance protects properties from flooding damage."

In partnership with NOAA, the NFIP has developed a webpage featuring an interactive map depicting historical information about how floods have impacted millions of Americans in recent years.  The site also provides tools and resources for understanding your risk and knowing what to do: before a flood, during a flood, and after a flood.  To learn more about Flood Safety Awareness Week and to utilize these resources, visit www.floodsmart.gov/noaafloodweek.

Citizen Corps Councils and Partners: Because floods can happen anywhere, Citizen Corps Councils and partners nationwide should work to spread awareness on flood safety and the NFIP in their communities. For example, a Council can distribute flood risk and flood insurance facts, such as the following:

  • A car can easily be carried away by just two feet of floodwater.

  • Your home has a 26% chance of being damaged by a flood during the course of a 30-year mortgage, compared to a 9% chance of fire.

  • Just a few inches of water can cause tens of thousands of dollars in damage, destroying homes, businesses, and wiping out personal savings should a resident NOT have flood insurance.

  • Hurricanes, winter storms and snowmelt are common (but often overlooked) causes of flooding.

  • New land development can increase flood risk, especially if the construction changes natural runoff paths.

  • Flood insurance compensates policyholders for all covered losses, and as opposed to a disaster loan, there is no payback requirement.

  • Once flood insurance is purchased, there is typically a 30-day waiting period for the policy to become effective.

    In addition to distributing information, Councils and partners should assess which areas and populations in their communities are vulnerable and determine how to assist the community before, during, and after a flood. Furthermore, if their community does not participate in the NFIP, the Council can work with civic leaders to determine if participation would be beneficial. The NFIP only offers flood insurance to homeowners, renters, and business owners if their community participates in the program. Participating communities must agree to adopt and enforce strict floodplain management statutes to effectively reduce their flood risks.  The following website lists current NFIP participating communities: http://www.fema.gov/fema/csb.shtm.
